Project COURAGEOUS Standard

During Project COURAGEOUS a vlutry standard was adopted by CENLEC which can be found here:

This voluntry standard outlines a standardized test methodology developed under the COURAGEOUS project to assess the performance of counter-unmanned aircraft systems (C-UAS). It focuses specifically on the detection, tracking, and identification (DTI) capabilities of these technologies rather than their neutralization aspects. The framework incorporates user-defined scenarios addressing various security environments, such as airports, prisons, and critical infrastructure, to establish clear functional and performance requirements. Furthermore, it aims to help law enforcement agencies, policymakers, and industry stakeholders bridge existing gaps in drone incident responses and procurement processes. Ultimately, the guidelines provide a structured approach for qualitative and quantitative evaluations to ensure that counter-UAS technologies effectively match operational needs across European member states.

This report by the European Commission's Joint Research Centre provides a comprehensive overview of technical developments in counter-drone technology, focusing specifically on detection, tracking, and identification systems. The publication establishes a shared framework of key terminology, outlines the cyclic protection model for counter-unmanned aircraft systems operations, and details various sensing modalities including acoustic, electro-optical, radar, and radio frequency technologies. It highlights the inherent complexities and challenges of mitigating drone threats, examining the strengths and limitations of individual sensing techniques alongside methods for sensor data fusion. Additionally, the document serves as practical guidance to support community-building, information sharing, and operational readiness among European stakeholders responsible for protecting critical infrastructure and public spaces.

A Drone Strategy 2.0 for a Smart and Sustainable Unmanned Aircraft Eco-System in Europe

The European Commission has introduced an EU Action Plan on Drone and Counter Drone Security to address rising threats from hostile aerial vehicles and meteorological balloons. This initiative tackles significant challenges, including cross-border dangers, blurred civilian-military boundaries, and fragmented regulatory and industrial responses across member states. To enhance safety, the strategy focuses on four main pillars: preparing through increased investments and trusted labeling, detecting via 5G-based radar systems and data aggregation, and responding with specialized deployment initiatives and AI-powered command tools. Finally, the plan aims to strengthen Europe's overall defense readiness by fast-tracking affordable technologies and launching the EU Drone Alliance with Ukraine.
